解讀加拿大留學(xué)新政策
加拿大移民局最近改革的動(dòng)作非常的頻繁。在技術(shù)移民和投資移民上都已經(jīng)進(jìn)行了大刀闊斧的改革了。這次，“刀”伸向了留學(xué)政策。此次改革從20xx年x月x號(hào) 開始實(shí)施，其中包括八項(xiàng)大的變化。
注意：這次改革主要針對(duì)來了加拿大卻不想學(xué)習(xí)，以學(xué)習(xí)名義逗留在加拿大“瀟灑”的留學(xué)生。
八項(xiàng)改革包括：
1.新政：Applicants must enrol in and continue to pursue studies in Canada. Failure to do so could lead to removal from Canada.留學(xué)生在逗留加拿大期間，必須要在校學(xué)習(xí)，不然會(huì)被驅(qū)逐出境。
現(xiàn)政：Applicants must show that they intend to pursue studies in Canada when applying for a study permit.留學(xué)生只要表明留學(xué)意向就可以申請(qǐng)學(xué)簽。
分析：說此舉防止留學(xué)生在登陸以后，不去學(xué)校報(bào)道，或者直接去打黑工的。加拿大移民局在學(xué)生簽證的過程中，對(duì)學(xué)生在登陸加拿大以后，是否真以讀書為目的會(huì)有更為嚴(yán)格的審核。如果不好好讀書，加拿大移民局會(huì)很生氣，后果會(huì)很嚴(yán)重，驅(qū)逐出境。
2.新政：Study permits will only be issued to successful applicants who are pursuing studies at an educational institution that has been designated to receive international students.學(xué)簽僅發(fā)給加國(guó)具有招收國(guó)際學(xué)生資格學(xué)校的留學(xué)生。
現(xiàn)政：Applicants may apply for a study permit to pursue studies at any educational institution in Canada.學(xué)簽可以發(fā)給在加國(guó)任何教育機(jī)構(gòu)受教育的留學(xué)生。
分析：這條是旨在保護(hù)留學(xué)生，防止他們誤入不具備國(guó)際學(xué)生招收資格的學(xué)校，或者“野雞學(xué)�！�。
3.新政：Study permits will automatically authorize the holder to work off-campus for up to 20 hours per week during the academic session and full-time during scheduled breaks without the need to apply for a separate work permit. The study permit holder must be pursuing academic, vocational or professional training of six months or more that leads to a degree, diploma or certificate at a designated institution.基本上，受高等教育的全日制學(xué)生在學(xué)滿六個(gè)月以后，就可以拿著學(xué)簽去打工。即，學(xué)簽=工簽。但是工作時(shí)間每周不能超過20小時(shí)。
現(xiàn)政：Study permit holders pursuing studies at publicly-funded and certain privately-funded post-secondary institutions must apply for an Off-Campus Work Permit to be able to work up to 20 hours per week off-campus during the academic session and full-time during scheduled breaks.留學(xué)生如果想打工，必須申請(qǐng)“校外打工許可”。
分析：這一條是實(shí)實(shí)在在方便在校學(xué)生的。想打工的學(xué)生不需要再花時(shí)間申請(qǐng)“校外打工許可”（off campus work permit）。省錢省時(shí)間，至少省了150加幣和1個(gè)月的時(shí)間。
4.新政：Only international students who are pursuing studies at a secondary school or at a designated institution may apply for a Co-Op Work Permit if a co-op placement is an integral part of their course of study.學(xué)生只有在加國(guó)高等教育院�；蛘咧付ㄔ盒＞妥xCo-op項(xiàng)目，才能被獲得工作許可。
現(xiàn)政：Any international student can apply for a Co-Op Work Permit if a co-op placement is an integral element of their course of study.學(xué)生在加國(guó)院校就讀Co-op項(xiàng)目，就能被頒發(fā)工作許可。
分析：此舉同第二條，防止學(xué)生去了“野雞co-op項(xiàng)目”。很多學(xué)校專業(yè)打著“co-op”的.幌子招收學(xué)生，再加上留學(xué)機(jī)構(gòu)的鼓吹，學(xué)生非co-op的項(xiàng)目不申請(qǐng)，甚至寧可去野雞co-op項(xiàng)目。此舉是政府為了規(guī)范當(dāng)?shù)亟逃袌?chǎng)，幫助留學(xué)生能更好的到加國(guó)受教育。加國(guó)的理念是，優(yōu)質(zhì)項(xiàng)目培育出來的優(yōu)質(zhì)學(xué)生才能為加拿大的發(fā)展做出更大的貢獻(xiàn)，才能傳播加拿大教育的口碑。
5.新政：Visitors may apply for a study permit from within Canada if they are at the pre-school, primary or secondary level, are on an academic exchange or a visiting student at a designated learning institution, or have completed a course or program of study that is a condition for acceptance at a designated learning institution.交換生和訪問生可以在加拿大進(jìn)內(nèi)申請(qǐng)學(xué)簽。
現(xiàn)政：Visitors may not apply for a study permit from within Canada交換生和訪問生不可以在加拿大進(jìn)內(nèi)申請(qǐng)學(xué)簽。
分析：此舉是方便交換生和訪問生延長(zhǎng)在加國(guó)境內(nèi)逗留時(shí)間，更好的完成交換和訪問項(xiàng)目。
6.新政：A study permit becomes invalid 90 days following the completion of studies unless the foreign national also possesses a valid work permit or another authorization to remain in Canada.學(xué)生畢業(yè)后，學(xué)簽的有效期只有90天。除非轉(zhuǎn)工簽或者其他合法途徑，否則無法繼續(xù)合法逗留在加國(guó)。
現(xiàn)政：International students who have completed their studies but hold valid study permits can remain legally in Canada until the expiration of their study permit.只要在學(xué)簽過期之前，學(xué)生都可以合法逗留在加拿大。
分析：比如，一位留學(xué)生的學(xué)簽是到9月，然而他在1月就畢業(yè)了。他可以在學(xué)簽過期之前不申請(qǐng)工簽，而合法的逗留在加國(guó)，無所事事到9月再申請(qǐng)工簽。新規(guī)定出臺(tái)后，他必須在4月之前拿到工簽。同樣，如果王蒙想在畢業(yè)以后再讀一個(gè)項(xiàng)目，他必須在4月之前進(jìn)入項(xiàng)目讀書。此舉是旨在加快學(xué)生學(xué)簽轉(zhuǎn)工簽，或者加快學(xué)生教育進(jìn)程。防止畢業(yè)生在加拿大無謂的逗留。
7.新政：Registered Indians who are also foreign nationals may study in Canada without a study permit as they have the right of entry into Canada.沒有加國(guó)國(guó)籍的原住民可以不用申請(qǐng)學(xué)簽就可以在加國(guó)學(xué)習(xí)。
現(xiàn)政：There are no references in existing regulations that clearly state that Registered Indians who are also foreign nationals are exempt from the requirement to obtain a study permit.沒有說明原住民是否需要學(xué)簽才能進(jìn)入加拿大學(xué)習(xí)。
分析：這個(gè)跟中國(guó)學(xué)生基本沒有關(guān)系，也沒有任何影響。加拿大有很多原住民，即土著，或者印第安人。他們可能獲得了他國(guó)國(guó)籍而放棄了加拿大身份。他們回加國(guó)讀書就不需要簽證。體現(xiàn)政府對(duì)原住民的特殊優(yōu)待。
8.新政：Eligible international graduates will be authorized to work full-time after their studies are completed until a decision is made on their application for a Post-Graduation Work Permit.留學(xué)生在申請(qǐng)了畢業(yè)工簽，但工簽沒有被批下來之前，就可以在加拿大合法工作。
現(xiàn)政：Study permit holders are not authorized to work after the completion of their studies while awaiting approval of their Post-Graduation Work Permit。留學(xué)生必須拿到畢業(yè)工簽才能在加拿大合法工作。
分析：從申請(qǐng)到拿到畢業(yè)工簽，需要一定時(shí)間。期間就算學(xué)生找到了工作也無法合法工作。用人單位如果無法等待，他們會(huì)把工作機(jī)會(huì)給可以立刻工作的人。留學(xué)生只能眼睜睜的看著工作從自己身邊溜走。這個(gè)改革是對(duì)留學(xué)生也是一個(gè)大大的方便。
